They are doing it to promote their new brand, Redhead Roasters.
Here in Northern CA, it is free from 2-5pm...advertized on billboards all over. If you google "wendy's free coffee," you will see the rules vary. In NYC, it's free after 11am, yet in NJ you need a coupon...
